“Kung walay tubig, walay agrikultura. Kung walay agrikultura, walay pagkaon.”
Mid-speech, Bohol Provincial Governor, Hon. Atty. Arthur C. Yap, revealed such insights during the groundbreaking ceremony of the LGU-Dimiao Water Works Project in Barangay Catugasan last July 14, 2021 at the said barangay’s watershed area.
Earlier, Gov. Yap and Dimiao Municipal Mayor Randolph L. Ang went down a set of rice terraces, via a makeshift staircase of rudimentary engineering genius (i.e., made of coco lumber and bamboo hand rails), to bury the ceremonial time capsule.
Representatives from project partners, (i.e, the Provincial Engineering Office and Bohol Environmental Management Office (BEMO), from the contractor), Barangay Catugasan Officials and residents, and other spectators, accompanied Yap and Ang in this historical event.
Yap pointed out that this 10-million project, if completed, will be able to provide water for both agricultural and domestic use, not only for Catugasan, but also for eight (8) of its neighboring barangays. Provincial Irrigation Manager Engr. Calixto M. Seroje confirmed this statement, when Yap asked him point-blank at that time about the project’s benefits.
Later, Ang revealed a bit of history on how the project funding came about, highlighting the Sangguniang Panlalawigan (SP-Bohol’s) overzealous support to Dimiao (over other municipalities) on this thirst-quenching noble cause.
Meanwhile, among the event’s Illustrious company, Valencia Municipal Mayor, Hon. Maria Katrina L. Lim spoke on women empowerment and how crucial they are in social advancement. Then, Board Member Elpidio Bonita digressed a bit on COVID-19 related matters—on how Bohol still has a long way to go in combatting the pandemic—before reiterating the SP’s project backing.
In a rejoinder, Gov. Yap also made special mention of Vice-Governor Rene L. Relampagos’ support to the project. Then, he also gave a Php 100,000.00-cheque each to Punong Barangay (PB) Edgar Idul (Limokon Ilaud) and PB Marcelo Cagalitan (Cambayaon) for their respective barangay’s water works project.
Finally, as a surprise gesture, Register of Deeds (ROD-Bohol) representatives awarded processed land titles to four (4) Catugasan locals. (LGU-Dimiao)
THE ARRIVAL OF THE MAN OF THE HOUR. Hon. Atty. Arthur C. Yap, Provincial Governor, Province of Bohol.
THE STAIRCASE. Its no Stairway To Heaven, but a genius of rudimentary engineering made of scrap coco lumber for the steps, and bamboo poles for the rails. Kudos to the Blue Boys of LGU-Dimiao.
